Hope everyone has a fun and safe Labor Day weekend. The September schedule is out with some patrols left open. October will present as a concern because we go with two evening patrols. Bottom line, I need volunteers. Please consider sharing some of your time and talent to Sunshine’s safety and security. You will be fully oriented and will not own the job for life.
We do not carry any firearms, only cell phones. Observe and Report – that is the duty. Note - paper and pen are on the NW Golf Cart. We have a valued relationship with Combes and Harlingen Police. They have our back and when we place a call – they listen. Your orientation will enlighten you.
Ring, Ring (Harlingen PD Dispatcher here, may I help you?) Hello, my name is Lenore Combs at Sunshine CC Estates on NW Patrol. There are two unknown males - driving slowly (suspiciously) in here and they do not have our NW orange decal on the vehicle – faces and vehicles don’t look familiar. Dispatch further asks for more info etc. Depending on your response, the level of concern and suspicious activity, he/she assigns a priority to it. The Patrol Commander sends out a PD Unit. They will ask you for your cell number.
If they leave – get their direction of travel. If they ramp up their activity – get out of there. If you see weapons or drugs SAY SO - that raises the priority big time. Gang colors are of note too. Not every patrol is like a Hollywood movie. Safety and security is the mission. The Bad Guys know we are out there patrolling, and you are a great deterrent to their boredom. We count on you, a normal resident being extra eyes and ears for the community.

Help Wanted: We have a NW generator which should be cranked each month. Dick and Linda Jones are gone for the summer and not sure of their report time here at SCCE. Could someone to help us out, please? The generator has a spot in between the Pavilion and the Card Room. Call me, 956 245 1276.

Front Gate Code – has recently been changed. Keypad entry locks to Card Room & Exercise Room Building – all have codes. Please be sure the door closes securely behind you. These codes are for residents only and can be found here if you don’t know them. Passing out this info indiscriminately by word of mouth or by giving out our clickers is strongly discouraged.
Vendor Patrols have been discontinued by the Board. However if you see a suspicious vehicle taking a tour, please get the plate. If you choose to inquire the “nature of the visit”, please do so in a friendly manner. If your little voice irritates you – then call 216 5940 for SUSPICIOUS ACTIVITY – at the Harlingen PD. Give them your facts. WHAT WHO WHERE WHEN.

For our newer residents, we also encourage a Be A Buddy program. Get to know your neighbor, and if & when the need arises, they can assist you with a trip to the hospital. We also have a Flashing RED Light at our entrance to SCCE so the ambulance comes to the correct community.
Traditionally, we have had a Neighborhood Watch fundraiser when the Winter Texans are back. We may have to be creative and have it virtually. Open to suggestions. Please & thanks.

Well, here we are in hot, sticky August. Our National Night Out project, thwarted by Covid did not give us a pass on the Bad Guys Night Out. Safety and security concerns must remain a priority in heightening our awareness. How’s the Dog-Walker Watch coming – must be cleverly disguised undercover as I can’t pick out the security dogs per se. While patrolling each evening, reports are many areas still remain dark, doors remain unlocked – a favorite of Bad Guys looking for fun. Please consider solar lights as a great deterrent and lock the doors.
Hurricanes Happen – warm weather invites growing concern over 20 named storms predicted and our level of readiness. Visit ready.gov/hurricanes#prepare to learn more. Sunshine is not a shelter of last resort.
SCAMS: $45 BILLION annual cost of financial fraud. 20% Americans age 65+ have been financially abused 80% are telemart victims. I’m sure we all know someone whose life has been touched by these Bad Guys. The FCC reminds us of cyber security and other scams rampantly targeting unsuspecting families. They sound so true you can’t wait to send them money. Example some poor doctor running out of funds for the poor (bologna). Other typical scams: the IRS scam – impersonating an IRS Officer – pay a fine bla bla….. Your first IRS contact is always by mail and no threats.
Jury scam- your friendly local criminal will impersonate a local government member. They warn you that you missed jury duty and will be placed under arrest. They then ask for your SS number to prove your identity. Ha – NO! A local government worker would never ask for your social or make threats on an unsolicited call.
Other favorites: Medicare Care and ID, Charity, Repairs, Anti-aging products etc, Counterfeit prescriptions, Cemetery, Funeral and Cremation scams, Lottery, PayPal, Software, Anti-virus, the Grandparents scare, Investments, Sweepstakes, and the beat goes on……..

Wish we could have a real meeting with Ice Cream but, these are the times that try men's souls........
We are most fortunate to live in this special community and we are especially lucky to live among residents who are all on the same page. The NW Volunteers are a special breed as they go above and beyond. We work with the SEPO Board, the Police from Harlingen and Combes, EMS and the Fire Department. I get calls and little notes just checking on how we are. PD has frequent safety patrols in here. CERT from the FD checks on us too. We are not alone in this mess.
If you have any questions or would like to volunteer, please call me. In the meantime, have a Root Beer Float and give Thanks.

NEW BUSINESS:
National Night Out, an annual community building campaign that promotes police-community relationships and camaraderie will not occur this year. It is normally held each August in our Harlingen and Combes area. Covid once again has cramped our style. Our wonderful Police and Fire have done a magnificent job of in-servicing us on many safety and security issues and the opportunity for this event will be missed.
DOG WALKER WATCH: I did, however, register us for the Community Dog Walker Watch Program thru the National Night Out contacts. Since there are over seventy-five million dog owners across the Nation, thought McGruff and the local PD could use some doggie eyes and a hand from Sunshine.
If you want, we even could get signs, shirts, a special dog leash, doggie bandanas etc. !
What better way, while at the entrance to Sunshine, the Bad Guys are put on notice – that we see ‘em coming thru the gate? We are not just idly walking the dog.
Just a thought……. Would hate to think that our buildings (doors) are being left open is a statement from a resident – rather I think it is an accidental slip. Please if you exit a door, make sure it is securely shut behind you. Vandalism seems to be as contagious as Covid these days.

OLD BUSINESS:
Hurricane season officially began 1 June. A year has passed since the June 2019 flood created havoc. The forecast is for 13 named storms and 7 hurricanes (4 of which will be major). PREPARE FOR HURRICANE SEASON, PREPARE TO EVACUATE. Consider these preparations seriously and “Be Prepared”. Determine your risk, develop an emergency evac plan, a family plan, assemble disaster supplies, cash, meds, documents etc. and how ‘bout your insurance (homeowners, wind and rain), is your home ready? SEPO Is not a shelter of last resort. Is your SEPO Emergency Contact Form up to date?
Going to a Public Shelter during Covid will be no picnic. Social distancing, wearing a mask and following other CDC Covid preventive actions will be a challenge to say the least.
What about our Storage Lot – your Shed, Boat, RV and other stuff? Is your shed secured with tie-downs? What about loose stuff laying around? Is your stuff all documented on a CD for your insurance? Sunshine has Emergency Contact forms which should be current – see Valerie. SCCE is not a shelter of last resort.

NEIGHBORHOOD WATCH – What Is It?

Sunshine CC Estates is a very safe community but from time to time, issues arise that effect our quality of life for our residents. Vandalism, thefts from vehicles and forced entries are examples. SCCE participates in the Neighborhood Watch Program locally and it involves our Harlingen Police (Chief Kester and especially Asst. Chief Miryam Anderson) and the Town of Combes with Chief Patrick Quill.
This cooperative and collective effort with the PD teaches us to use common sense methods that aid in preventing crime without endangering participants or lessening the normal protection from our local PD.
Neighborhood Watch: Neighbors looking out for each other - We are the “eyes and ears” of the community for the police to prevent crime. We enjoy enhanced communication and cooperation between the community and the Police.
The NW Coordinator works with the Patrol Captain and the Block Captains and the PD to proactively and effectively fight crime. The Patrol Captain plans the Patrol Schedule. He/she invites and encourages residents to patrol our community every evening. The Block Captains and Co-Captains maintain communication among neighbors. Our NW meetings discuss crime strategies, heighten the community’s power of observation, educate residents on steps to deter crime and provide training sessions.
We are not Citizens on Patrol or Auxiliary Police. Our mission is to Observe and Report.
A Sunshine NW Advisory Board is under consideration as our community has grown with many new residents who may have some great ideas. Our NW role has expanded to include several aspects related to but not necessarily NW duties. We have a strong relationship with the Harlingen Fire Department via the CERT Program.
Come check it out! We welcome all constructive ideas and suggestions.

Dear SEPO Friends, You are cordially invited and most encouraged to join us on Monday at the Flag Pole by the SEPO Office. Help get the word out, please.
We shall start our brief Memorial Day remembrance at 3pm sharp.
Come as you are - in a golf cart or lawn chair. Upon arrival, simply park in your social space and enjoy the ceremony. Dress for the heat and have a cool beverage handy.

Social distancing is paramount. Masks are encouraged. SEPO rules are in effect for Corvid19.
Randy Nicholas, John and I will lead a brief program honoring our deceased Veterans and our recently deceased SEPO friends.
Memorial Day (Decoration Day) is a somber day to honor our military fallen and because of recent Corvid restrictions, we shall also remember our SEPO family and friends who have passed this year.
This National Moment of Remembrance at 3pm is to remind us and future generations about the real meaning of this holiday.

National STOP THE BLEED Day is Thursday 21 May 2020. STB is a national awareness campaign and call to action. It is intended to cultivate grassroots efforts that encourage bystanders to become trained, equipped and empowered to help in a bleeding emergency before professional help arrives. You can bleed out in 3 – 5 minutes. It takes EMS about 7 – 10 minutes to arrive on scene. We have 3 STB bags – one in the Library, one at the Woodshop and one at the Worker’s storage area.

Sent 2020-05-04: Neighborhood Watch Golf Cart -
Dear Friends, McGruff II was delivered and was used over this week-end. It is up by the SEPO Office.
It is a 2012 Club Car Precedent, 832 hours, one gentle previous owner, complete with battery charger mounted in the back with our protected cover and orange electric cord. The body to the suspension is in great shape. The price was $3000.00 and included new Crown batteries, almost new tires and LED front and rear lights. The Golf cart cover transitioned over, as well as, our rear view mirrors, amber rotating light and fire extinguishers.
Inside - on the dash are 2 toggle switches, one for the amber light and the other for the headlights. We have a key. The chain for the lock to the steering wheel is installed.
A huge THANKS to Women's Club, the Memorial Club and our supporters, without whose generosity could not have made this purchase possible.
The NW Log Book will be used to log volunteer hours and patrol comments. The current Audit has a current balance of $865.59. Any further donations are welcome. The other McGruffmobile had 8116.5 documented patrol hours. THANKS to all those who have volunteered on behalf of Sunshine's safety and security.

Situation:
McGruff (our faithful NW Patrol Golf cart - a 2005 Club Car Precedent with weary bones) has been acting up lately, disrupting patrol hours and worrying volunteers who serve.
Several verbal first opinions from knowledgeable, trusted residents – agree for evaluation and opinion with above and in particular – the adverse effects of an aging cart.
Issues: McGruff is not dependable. - many hard hours despite excellent care from Rich Debackere, SEPO staff etc. from routine maintenance to wheel bearings and more.
Second opinion – knowledgeable trusted Golf Cart mechanic (Mario’s Golf Cart Repair).
Rationale: Mario’s scanner = old engine - old wiring and shorting out - loose front end.
McGruffmobile has 9800 hours per scanner
8114.6 are documented from Patrols 365 days a year for past 9+ years.
Considering our McGruffmobile with these problems, my interpretation of this condition derived from Mario’s scanner that this diagnosis does not restore trust in operational use. Volunteers cannot be pushing McGruff back to its station.
Options: Fix it vs. Purchase a pre-owned later date, less miles more reliable golf cart.

Summer status: There is no meeting for April but we have always been proactive in anticipation of Hurricane Season and who is here during the summer. I will be preparing a plat of our community to go to the Communications Center on the Loop and to the EMS Dispatcher.
Stay tuned for follow up procedures for Coronavirus – 19 per our Board.
NW Patrols are still in effect. Linda and Dick handed out the April schedule. Currently, if you are scheduled for a patrol and are comfortable with your buddy, carry on – if you want to patrol by yourself – please feel free but be careful. We can orient anyone who would like to patrol – just notify us. If you do go alone, be very vigilant – report suspicious activity – do not approach. OBSERVE AND REPORT

Harlingen PD, Combes PD, Harlingen FD and EMS always enjoy receiving an updated plat of our community so they know who is here and who is not. The Harlingen CERT Team also keeps tabs on us. (We have many angels looking out for us). I have already had several inquiries as to our status. If you need EMS service, there are enhanced precautions for 911 calls respective to an infectious diseases call vs a fall call or cardiac incident. Dispatch will inquire about the nature of the call – it is possible HFD will accompany EMS.

NW Generator:
Help Wanted: This donated well kept generator was donated to NW by a resident for emergency needs. It must be started once a month. It can at least keep some of our stuff going in case of….. So, any takers? Please call me if you want to be cranky once a month and start the generator.

Flashlight care: in the NW Patrol golf cart
These flashlights get used heavily too. Decision made today after trying out several types, to go back to the MagLight. We shall purchase 2 new ones.
Help Wanted: We need a volunteer to keep up with the charging (once a week or so)
McGruffmobile: (Please call me if there are any problems that need attention)
A recommendation - upon completing Patrol, first - plug the electric cord into the outlet then adjust the switch to OFF (inside the golf cart). Last – check to see if you can hear “buzzing” indicating the charger is working. This order may insure it is charging.
Help Wanted: Looking for someone to assist with routine care (water in the batteries etc.) until October. The NW Golf cart gets used several hours every evening. Rich Debackere maintains it during the winter season although major repairs are usually done under SEPO’s purview (as is any other of their equipment).
Be-A-Buddy: things can get hectic during an urgent/emergency situation - so anticipating a problem and notifying your Buddy in advance can help mitigate confusion and anxiety.
RED Envelope:
This emergency paperwork is handy in case of……. It is a concise medical history form for each household member – to be completed – just fill in current medical information and keep it on the fridge. (EMS and the ER luvs it.)
Block Captains – 9 streets:
Essentially – a few folks on each block (street) with extra eyes & ears – knowing who’s home, who is friend or foe and who might be posing as a Bad Guy.etc. Sunshine has fewer residents during the Summer and the Bad Guys are in tune with tell-tale signs - newspapers left in the driveway, windows boarded up etc.

Operation ID -- Complete the form. Photograph all your stuff. The PD and NW will engrave your stuff. Keep this CD and form handy. Give one to a trusted friend or family member. The Insurance Company will be happy too. Better yet – take valuables with you.

Opening Welcome Pledge of Allegiance Moment of Silence
Residents were greeted at the door with a cautionary sign” SOCIAL DISTANCING”, HAND SANITIZER, TISSUES AND COFFEE & COOKIES.
There was an assortment of CoVID19 flyers from CDC, American Red Cross and the City of Harlingen – Cameron County Public Health for review.

Today we are confronted with a dilemma – let’s make a solution and a plan. There is a SEPO Residents Informational meeting this Wednesday and an opinion from you as a group would be productive to include in my report.
1. Front Gate Code – decide to change it or not

3. Vendor Patrols
Established Dec 2011 after rash of home invasions and criminal mischief. Currently disbanded.
I briefly discussed these issues (such as security breaches vs complacency etc.) with Board members back in Nov, Dec and Jan. The out-going Board voted to disband it last month – John says to bring it to the attention of new Board for re-consideration.
Express your opinion – see the Suggestion Box in the Office. Open forum for resolution suggestions. Please be there.

Specifically, we again addressed the recent SEPO Board decision to abandon the Vendor program. The SEPO Minutes 18 February 2020 reflect “the Board’s decision not to back this program as long as the gate remains open, garage and estate sales happen and anyone can drive through here during the day”.
Last month, at the February 17th NW meeting the members voted unanimously to keep the Vendor Program in place. We also wanted to community to weigh in. Since there were only 5 or 6 SEPO “ Suggestion Complaint & Idea Forms” submitted recently from residents supporting and wanting to keep the program – the decision stood. There were no forms submitted opposing the decision either. (John and I had not submitted a Suggestion form because it was well known we were in strong opposition of the decision and were in strong favor of keeping the program and did not want to unduly push our opinion on anyone.)
NEW BUSINESS:
Summer scheduling: The following areas are in need of volunteers and whatever time and talent you have to offer will be extremely appreciated. A specific job description will be given but nothing involves too much time – it’s the commitment.
Patrols – Linda Jones Summer patrol schedule under construction (April – October)
We can always us volunteers. -- You will be well oriented and not own the job forever.
McGruffmobile care: (Please call me if there are any problems so it can be fixed)
1. Rich Debackere reported he checked out the McGruffmobile after several reports of it dying on the job. He said the cause seemed to possibly be a wire. (new batteries were installed on
24 Dec 2019 and a new headlight bar was installed in January)

Open discussion:
Lighting around home (vacant or not) was a strong issue brought up again. The lack of this inspires Bad Guys – they luv the dark - and poses a threat to all of Sunshine. Solar lights are cheap and effective.

Flotsam & Jetsam: Thanks to the CERT Team who walked with the Fire Department and to the Neighborhood Watch (dog too) who walked with the Police Department as part of the Healthy Harlingen program.
Several of us from our CERT Program participated as instructors with the Save-A-Life program the City sponsored on Saturday 22 February -- Free training classes offered (not certification) FD – CERT - EMS:- Learn life-saving skills for Hands Only CPR, AED and Stop The Bleed
HPD: - Active Violence/Critical Incident Training.
A notice came down to curtail meetings and classes at PD and FD for now.
CERT Teams were scheduled to attend the All Hazards Conference. It is cancelled.
Reminder – March usually has a discussion about how to prepare your home for your trip back North. Let’s share some great suggestions.
A list of suggestions was distributed for “Closing Up Your Home For The Summer”
This includes suggestions for your shed in the Storage Lot too.
April is Disaster Preparedness – your input. How To Be Prepared vs Shelter of Last Resort
Open meeting Game plan: Everyone is encouraged seek a safe place in case of a Hurricane etc. We shall review securing your home here, routes, family member plans, medical tips and etc.

Thanks to the Sunshine Women’s Club and you all for approving a payment for the McGruffmobile for new batteries and a new headlight which was recently installed.
The NW – CERT March meeting typically entertains a discussion from you about how to prepare your home for your trip back North. Great suggestions are always welcome – let’s have some sharing of ideas.
Is your SEPO Emergency Contact form up to date? Does your home have adequate solar lighting and noisy alarms to scare away Bad Guys or are you keeping it dark and cozy for them?
We will also have a fun and informative “area-fam” golf cart tour around SCCE pointing out items of interest such as the Lift Station on Montana & Missouri and - why the alarm sounds when it is not working and WHO you should call, - what a transformer looks like (working or fried), - Utility poles and Meters that should be clear of foliage and other stuff etc, etc.. Please don’t miss out!
April is our Disaster Preparedness meeting – covering your concerns and your input. How to Be Prepared vs become a Shelter of Last Resort from previous lessons learned.

The American Red Cross - is looking for volunteers from communities (like ours) to go with the Fire Department and CERT. -- Project: Home Fire Preparedness (Harlingen area)
Statistics: Deaths from fatal fire in USA = 7 a day. Goal: to reduce fire deaths & injuries by 25% in next 5 years. FIRE is fast hot dark and deadly. BTW - How’s your Smoke Alarm? Do you need a bed rattler? What about your CO2 alarm? ? Canaries 400 fatalities a year!

Recently we were confronted with a dilemma. The SEPO Board wants to disband (and essentially has) the NW Vendor Program. The new Board may wish to reconsider so your input is important. It was instituted in Dec 2011 after a rash of home invasions and criminal mischief. The VENDOR protocol was described in the November- December 2019 Sunshine newsletter.
This was brought to your attention a month or two ago and again at the February Informational Meeting, the NW meeting and at Women’s Club. Game plan: Essentially the Vendor registers with us and you, the resident via a simple process – helps to point out good vehicles from the treasure hunters. They are issued a VENDOR hanging tag or a NW Orange card for identification purposes. Included in this program is also the vehicle “Vendor” Tag and the long term “Guest” tag for our regulars who do lawns and other work here etc..
Your opinion is important. Please take time to register your input on the following issues to the Board. For your convenience, there is a Sunshine form for Suggestions, Complaints and Ideas which is in the Office to the right of Valerie’s window. When completed return it to the Suggestion Box (looks like a mail box with a slit - painted a cream color).
The NW program is not fool-proof but it does take a bite out of crime by intimidating Bad Guys. Safety and security is not convenient – it takes an investment from you. Complacency is what the Bad Guys bank on. NW is also a great marketing tool for home resales. According to the Bureau of Criminal Justice, over 40% of homes these days have an active NW which has proven to have a positive impact.

3. Vendor Patrols (checking for orange card on vehicle dashboard if vehicle is not clearly advertised (such as Lowe’s, Home Depot, Air Conditioner Guy, Electrician, Rudy’s Roofing etc.)

A protocol came out in the November- December 2019 Sunshine newsletter – now it is currently disbanded by a Board decision. Do you want to reinstate the Vendor Program or not?

Dear Friends, In the past I have used our NW roster for a call-out. With Beth's approach for announcements for Sunshine, I shall take advantage of this modern technology.
So, this is a call-out for Neighborhood Watch. Please do a random patrol during 8a - 5p - for both days, walk the dog, ride in your Golf Cart - but wear your Orange Vest - this gives the treasure hunters pause for thought.
Estate Sales and Garage Sales generally are advertised and entice many visitors.
Observe and report. Per usual, the family requested this. As always, the HPD & Combes will do an extra ATP (Area To Patrol) assignment thru here.

Open lines of communication - a 2-way process that establishes trust by listening, sharing and supporting. Please mark your calendars. The February schedule will be out soon. Are you on it?
This meeting will be committed to orientation and principles of practice of the NW-CERT Team.
Was glad to see so many of our residents at Winter Texan Appreciation Day.
We have new batteries and new head lights on the McGruffmobile. If any maintenance concerns come up – call me and we will look into it.
Don’t forget, the Ambulances will be driving around here soon as part of an “area-fam” exercise and they will also have a test on where to find different places etc. Sunshine also has an S.O.S. Yelper installed on our Front Gate which allows Police, Fire and EMS to pull up to the Front Gate where they can sound their alert (signal) from their Unit and enter when the gate opens.
EMS and Sunshine appreciates and enjoys the rapport we have established. Sunshine’s program of neighbors helping neighbors, the Be-A-Buddy Program, RED Envelope, NW and CERT all contribute to our readiness in case of……
National EMS week is traditionally celebrated in May. In 1974 President Gerald Ford authorized EMS Week to celebrate these EMS practitioners and the important work they do in our communities. Let’s thank them anytime for providing these everyday frontline lifesaving services. NAEMT partners with the American College of Emergency Practitioners together ensure the that the important contributions of safeguarding the health, safety and well-being of their community are constantly being met.
Our AED just had its 3rd birthday and we gave it new batteries. It lives in a wall-mounted box in the Pool area next to the double doors coming out of the Library. It is always available for demonstration – just call us and we always have CPR-AED info at the monthly NW meetings. If you need the AED, you must ALWAYS call 911 first. Utilize your Be - A - Buddy system when anticipating a medical concern. Once you call Emergency Services, they want you to stay on your phone dealing with your emergency. Your Buddy can summon more assistance to send someone to Front Gate and turn on the RED Rotating Light switch to alert the EMS for the correct location – even get the AED. Grab your RED envelope with your current health history – (and your sweater) and you’re good to go. Plan a little drill in your head - where’s your emergency phone numbers, charging cord for the phone, meds; whose gonna take care of the pet etc.
Some folks addressed a 911 phone be made available? poolside or someplace. Great topic for the SEPO Board. Please place your ideas on paper and submit them in the Suggestion Box in the Office.
Maybe it’s time to change the Front Gate Code - start the year off on a safe and secure note.

Sent 2020-01-26: Ambulance familiarity run at Sunshine -
Dear Friends, Starting Wednesday about 9a, and on Thursday & Friday, there will be many ambulances coming thru Sunshine CC Estates on a drill. They will also be going thru Encore and Lakeside.
They are not lost and there is no emergency. They are looking for certain areas and for our streets etc. Pete Moreno, EMS Supervisor has also given the drivers a test. This is a common practice. Thank you.

Reminder: NO Neighborhood Watch meeting this Monday!
We will all be at the Winter Texan Appreciation Day program at the Harlingen Convention Center by Sam's - Come on down - 1p - 4p You'll enjoy it.
Friday & Saturday -January 17 & 18 8am til 1pm there will be a Garage Sale in Sunshine. Because treasure hunters may have other intentions - watch out for your stuff. Keep golf carts, bicycles, and other goodies out of sight or locked up is better.
Would like to stand up a roving Patrol - walk, run or ride with your Orange vest. Let visitors know the "eyes of Sunshine are upon them".
Town Hall meeting in Sebastian - Lyford with Harlingen PD. John and I and Norm from Encore were invited. The Sheriff's Department is seeking to develope a system such as ours but in a rural community covering miles. We had an opportunity to discuss Neighborhood Watch, CERT and Citizens Police Academy. Officers Joe Gonzalez and Hector Villegas gave the Police side. Bill Synder reviewed CERT and we spoke about our NW and its effectiveness.
Also, Crimestoppers was there and several other like entities with many interested residents anxious to fill the gap addressing community strengths and shortcomings. This would be a community thing with neighbors helping neighbors. They would not have police powers or act in any official capacity but be taught ordinary things for ordinary citizens. We felt very proud to be asked to exchange ideas and especially brag on Sunshine. (That's why we are the premier NW program in Harlingen).

Dear NW-CERT Volunteers, Residents and Friends,
We wish you all a Merry Christmas and holiday season and we are “looking” forward to the 2020 New Year for another successful, healthy year. Perhaps a New Year’s resolution to ponder would be to consider becoming a volunteer. Offering your time and talent is a valuable asset. Giving back is among the most important and valuable things a person can do. You all have a great capacity to accept challenges and volunteering is a win-win for everybody. Helping others makes you feel good. Fulfilling a responsibility makes you happier and it is a fact that happier people give back more and giving makes more people happy.
Participating in a community event or a neighborhood organization builds a sense of community and provides valuable services to us. We all want Sunshine to be a safe place to live. Getting to know your neighbors also increases a sense of personal security and connection to those around us = critical support. A proven fact - giving and being unselfish can protect your health and prolong your life. Every day that goes by without helping another is an opportunity missed.
So, our next NW-CERT meeting will take place on Monday 20 January 2020 3pm Retzlaff Hall.
Coffee’s always on. Our Sunshine community is always invited and especially the Board. An open line of communication is a 2-way process that establishes trust by listening, sharing and supporting. Please mark your calendars. This meeting will be committed to orientation and principles of practice of the NW-CERT Team.
As a reminder, the City of Harlingen will be having their Winter Texan Appreciation Day at the new Convention Center over by Sam’s Club – that program will just get you all warmed up for NW at 3pm.
Thanks again to each and every one who has made the Sunshine Neighborhood Watch and our CERT Team Harlingen’s premier group. Two of our residents and NW volunteers – Jerry and Larry just completed the 40-hour class for Citizen’s Police Academy at the Harlingen PD. Congrats to them.
Maybe it’s time to change the Front Gate Code - start the year off on a safe and secure note.

A bit late but Happy Thanksgiving and thanks for making Sunshine a great place to live. May you all have a blessed Christmas and Holiday season forever.
Our next meeting is Monday, 16 December 2019, 3pm Retz Hall – agenda under construction – open to ideas, maybe even an open orientation to our mission. Suggestions welcome.
The November meeting drew a focus to the community’s AED and Stop the Bleed Bags. These items are becoming a common thing just like the Fire Extinguisher. Pete Moreno, Supervisor of STEC EMS - Harlingen, was originally scheduled, and was unable to be with us because he had been selected to be an instructor for the ALERT class for the City of Harlingen. (Auxiliary Law Enforcement Response Team). Training is about crucial support – non emergency - in the hours after a disaster - from assisting with some police tasks – traffic, etc. working with other volunteer groups, medical, animal control, supplies, sheltering and so on.
BTW….. ALICE Training: – Alert --Lockdown --Inform --Counter --Evacuation is training for Workplace, schools, communities, healthcare, business, houses of worship, organizations etc. – proactive strategies to improve chance of survival during active shooter event. This class is for civilians and is coming to Harlingen.
Jerry Drost and Larry Leach have been graduated from the HPD Citizens Police Academy, a 40-hour class – Police Department operations and training, SWAT, K-9, Penal Code, Court Documents, Use of Force, Firearm safety – etc. Since several of us here are also members, we congratulate them, thank them for attending and will be anxious to have them participate in all our activities.

Sgt. Brooks has updated a NW Guide for us and is available at the meeting.

BTW – CERT will start up a class after the first of the year with Harlingen Fire Department. Instruction on Disaster Ops, Light Search & Rescue, Medical Ops, Disaster Psychology etc. very interesting. Sign up!
Thanks to Sally & Tom Hardy for volunteering to keep up with the Flashlight batteries in the McGruffmobile. Special Thanks to Ray Parker as he has done this job diligently and faithfully for the last several years as Bill Del Sardo before him. Simple but necessary job. Will need a volunteer or two for the Summer 2020 too.
McGruffmobile – please notify Lenore if there are any concerns with the golf cart or its equipment. Rich Debackere will be looking after mechanical needs etc. (tires, batteries, general condition etc.) McGruff gets “rode hard and put up wet”, so please take good care of it on Patrol.
Generator - This was a gifted item for NW in case of….. It needs to be cranked monthly. Wade has the key – he has done this service for the summer. Thanks to him for a job well done and appreciated. Dick & Linda Jones will check it monthly during the winter schedule. We are looking for someone to volunteer for the summer 2020 as well. (My philosophy – nobody should own a job forever, so your Neighborhood Watch needs all your help it can get)

Holiday Season is here. Are you prepared for safety and security? Please take a personal inventory – there are forms on the NW bulletin board. Bad Guys are already making plans to have a happy holiday at your expense. Buzzers and solar lights….. still a good idea – some Sunshine areas are not lit up leaving these areas very dark. Hide your packages in your truck – lock your car doors – don’t leave TV boxes out in the street for all to see – makes a great invitation. Etc. etc.
VENDORS and CONTRACTORS – must report to Office for Orange Cards. It is each resident’s responsibility to make sure they report to the Office to register. Please call Lenore for concerns and questions - I can also get you these Orange cards. Emphasis – if there is a vehicle in here without ID – consider it suspicious. Inquire nicely as to the nature of their business – if it smells fishy – get the PLATE! And we have No Trespassing - No Soliciting signs all over.
Walking solicitors – even with shirts (fake or not) are not allowed – they could be up to no good.

Monday 18 November is our next meeting 3pm Retz Hall Coffee & cookies always.
Harlingen Police Department will be there to orient us to NWtrends and other information.
Harlingen EMS will be sending drivers to street orientation so don’t be frightened if you see a
lot of ambulance traffic. They also want to do a First Aid, CPR – AED and Stop The Bleed talk for
us soon.
OCTOBER was Fire Prevention Month and our local Harlingen Fire Department was here to
teach us about fire safety. Richard Alvarez, HFD Fire Inspector conducted the exercise. We had
a hands-on demonstration lesson with an electronic training tool from HFD on how to use a fire
extinguisher and how to safely put out a fire. Remember, the fire extinguisher goes between
you and the fire while you make your safe exit out! Our CERT Team also practices with this
training tool.
In 1922, the National Fire Protection Association named the second week of October in
commemoration of the Great Chicago Fire in 1871. Let’s raise awareness, educate our families
and our community.

Maybe Sunshine can put a dent in theses stats! We also took a test to spirt conversation and
heighten people’s awareness on fire prevention and fire safety. Here are the answers: 40 --
once a month-- every year in October-- every 10yr-- 2 -- pass -- three feet -- 2x a year -- 2
minutes -- activation -- on the back -- remove the smoke alarm -- all of the above -- If 1
sounds, they all sound-- every sleeping room -- go outside and stay out -- 11pm to 7 am-- no
working or no smoking smoke alarms-- have missing or disconnected batteries -- cooking -- all
of the above

Home Smoke Alarms, Carbon Monoxide Alarms, Safety for Older Consumers-Home safety
Checklist and After The Fire – Returning to Normal.
Then we checked out the fire suppression system above our stove in the kitchen area. Roughly
50% + fires start form cooking equipment. Prevention is key. Grease fires are a major
consideration – for safety and certainly a less expensive option than repairing fire & smoke
damage. These nozzles are in the hood exhaust. Wet chemicals will discharge directly over the
source of the fire.
Fire needs 3 things to thrive – oxygen, heat and fuel. So these wet chemicals are engineered to
quickly put out the fire by covering the flames and starving the oxygen. When the system trips
the gas lines to the stove will also be cut off therefore depriving the fire of fuel. This system is
checked by a Fire Inspector just as our ordinary fire extinguishers are.
McGruffmobile – please notify Lenore if there are any concerns with the golf cart or its
equipment. Also need someone to assist with some general care and feeding of McGruff. –
such as Flashlight checks, battery check, tires – simple stuff. When we get big stuff reported it
then gets arranged for repairs. I check the First Aid Kit periodically.

tree clean-up crews” after the flood and a Buyer Beware mentality should be common
knowledge. This is not necessarily a NWproject but one we should support.

The October schedule is posted in the Library from Linda Jones. Thank you to the Summer volunteers for your huge effort in covering Patrols this long hot summer.
Sgt Michael Brooks HPD and fellow Officers produced a new version guide for NW. It is posted on the NW bulletin board and will be available at our October meeting. Officer Alicia Garcia has resigned and we thank her for her service and wish her the best in her retirement years. Officer Orlando Gonzales will be our liaison. I have worked with him before on other projects and we will enjoy his expertise.
Thanks to all who supported National Night Out in August for Harlingen and for Combes in September. Both Police Departments were most impressed by our community’s show of support in this annual initiative. This National Association of Town Watchers program has been celebrated since 1984. Recently the Dog Walker watch joined part of the program (that’s an idea for us)! NNO shines a light on community Police programs and increases connections between neighborhoods and those who serve. Thru a variety of programs such as crime prevention and drug prevention, this event provides valuable information for neighborhoods and empowers our citizens.
We wish to extend an invitation to all our new residents and those who have not volunteered in the past. WIIFM? What’s in it for me? The Sunshine NW is a volunteer program designed to take a bite out of crime and take a more active role in keeping Sunshine safe. The Bad Guys are very creative on invading our space and you can make a difference. All of us have an obligation to take precautions to promote collective security and limit criminal activity. Our local Police Departments have provided lots of attention to assist us. There is an informative “Welcome” letter about NW available (in the Office) to you and it is posted in the Library at the NW-CERT area.
Our meetings are every 3rd Monday of the month at 3pm in Retzlaff Hall. Coffee is always on. Please join us. Monday - 21 Oct, 18 Nov, 16 Dec, 20 Jan, 17 Feb, 16 Mar.
The Harlingen PD also holds a Citizen Police Academy annually (one coming soon). A typical class schedule – Community Policing, Court Prep, Crime Stoppers, Crime Scene Unit, Investigative Services, Criminal Law, Gangs, SWAT, Self Defense, K-9, Narcotics, Firearm Safety, Use of Force, Public relations, Ride-Alongs in Police Units and more. Don’t miss out.
A word about CERT - Community Emergency Response Team – learn how to hold down the fort until professional help arrives. This volunteer service is provided by the Harlingen Fire Department. BTW – October is Fire Prevention Month. Classes are given throughout the year – stay tuned. Some topics covered include Fire Safety, Light Search & Rescue, Team Organization, Disaster Psychology Disaster Medical Ops and more. SCCE even sponsored a Train-The Trainer Mock Disaster Drill with a hands-on simulated explosion in Retz Hall with injuries, a severe Woodshop injury, a near-drowning and other demonstrations. Great learning opportunity. Should be a CERT Class coming in January.
In fact, The Harlingen CERT Team is assisting the Harlingen Emergency Management Team with several Emergency Preparedness Sessions at the Harlingen Cultural Arts Center near the Library. Discussions are on when to get prepared, how to create a family plan, items for your emergency kit, and more.
Marsha Santow recently represented SCCE CERT Team at the 10th Year recognition with the Mayor. NW and CERT began after Hurricane Dolly in 2008. These efforts make us knowledgeable about being prepared and by working smarter, not harder.
We have an AED (Automatic Emergency Defibrillator) by the pool. CPR classes are available.
Always call 911 if intending to use this.
Stop The Bleed – a new initiative – there are 3 “Stop the Bleed” red emergency bags, one in the Library by the NW-CERT bulletin board, one in the Woodshop and one at the Worker shed. Please use this for obvious reasons. It contains items for life threatening bleeding emergencies and is not the average First Aid Kit. Always call 911 if intending to use this.
There is also an active shooter for concerned citizens class coming soon. If you wish to take this class, notify me.

By the way, while on Patrol, your Neighborhood Watch became aware of lots of potential "flying stuff" laying around - especially in the Storage Lot. And is your shed tied down according to standards?
